Andrew Fraser
Chairman
Andrew Fraser has spent the majority of his career in public service, including when a member of the transition team which closed down the Gaming Board of Great Britain and set up the Gambling Commission, between 2004 and 2006.
Andrew had previously acted as a consultant for IBAS under its founding Chief Executive Chris O’Keeffe and as a member of its Adjudication Panel between 2008 and 2014.
Andrew has served as an IBAS Director since 2014 and was appointed as Chairman in January 2018.
Andrew Chevis
Deputy Chair
Andrew Chevis is Chief Executive of CitizenCard, an industry-funded proof of age card scheme, since its inception in 1998.
Director of the Proof of Age Standards Scheme (PASS).
Andrew was appointed as a Director of IBAS in December 2015 and was appointed as Deputy Chair in February 2023.
David Bradshaw
Director
David Bradshaw joined SIS in 2009 and is currently employed as Racing Controller.
He was formerly Racing Director at the Horserace Betting Levy Board (1993-2009) having previously worked for Weatherbys (1984-1993).
David was appointed as a Director of IBAS in January 2012.
Carys Williams
Director
Carys Williams is currently a Lay Member of the House of Commons Committee on Standards and a member of the Welsh Government Board. She is also Chair of Age UK East Sussex and a Non-Executive Director of East Sussex Healthcare NHS Trust.
The majority of her professional career has been spent as a Senior Executive in financial services working for the Financial Ombudsman Service, Lloyds Banking Group and KPMG.
Carys joined IBAS in January 2022.
Richard Hayler
Managing Director
Richard Hayler joined IBAS in May 2011 and was appointed to the Board in September 2013.
His previous roles included Director of Policy and Acting Chief Executive for the Greyhound Board of Great Britain (GBGB) and Press Officer for the British Horseracing Board (BHB, now BHA).
Richard was appointed as a member of the Starting Price Regulatory Commission in July 2017.
Elaine Smethurst
Director
Elaine Smethurst has held senior positions in charities primarily concerned with social welfare and mental health and was Managing Director of Gordon Moody Association from 2011-2017, the UK’s leading charity providing residential treatment and support to tackle gambling addiction.
As a voluntary sector consultant she advises on communications, governance and organisational development and offers insight and support to organisations working with gambling harms.
Elaine was appointed as a Director of IBAS in January 2018.
Andrew Lyman
Director
Andrew Lyman has been the Gibraltar Gambling Commissioner since 2018.
He has extensive public and private sector experience in the gambling industry; having been Director of Monitoring and Enforcement at the GB Gambling Commission, Executive Director at a former UK gambling industry trade body and Director of Regulatory Affairs at William Hill plc.
Before moving into the industry he worked as an enforcement lawyer (qualified solicitor) for the then Financial Services Authority (now FCA). Andrew has a Masters in Sports Law and an ICA diploma in anti money laundering. He was appointed as a Director of IBAS in January 2022.
